The Challenge
Our client was bidding to develop a Wideband Training Certification System (WTCS) for the Army’s Program Executive Office for Simulation, Training and Instrumentation (PEO STRI). They also wanted to provide many of the ground systems used by the Army operators through similar development programs with the Army’s PM Defense Communications and Army Transmission Systems (DCATS). While very well-positioned with their customer, our client was short on resources, particularly technical writers, graphic artists, and desktop publishers.

The Solution
Four Salentis resources supported the successful development of this proposal in which the client elected to use their own bidding process. Salentis’ Proposal Manager developed and managed the proposal schedule and compliance outline and participated as a non-technical Writer. A Salentis Technical Writer/Subject Matter Expert helped compose proposal sections working with one of our Graphic Designers. In addition, in conjunction with the client’s Capture Manager, the Salentis Proposal Manager assisted in facilitating colour reviews. With the Salentis Desktop Publisher, our Proposal Manager managed the entire production process for submission.

The Impact
Salentis’ client achieved an award for this contract and has been performing successfully since 2015. They recently enlisted Salentis support once again and retained the contract through 2025. The proposal development effort, colour reviews, and final production for both efforts ran smoothly resulting in an on-time submission of compliant, compelling proposals that made our client the obvious choice for the evaluator.
